Leadership at the Federal, Provincial and Municipal levels is extremely challenging.

Our world-class centre of Excellence in Public Management offers a variety of certificates for government business leaders. The program addresses the leadership issues facing the public sector by providing public service professionals with tools and techniques that are instrumental in shaping the design and delivery of effective public services.

Program faculty includes industry leaders who will share their experience and knowledge with participants in an action-learning environment designed to stimulate insight and understanding.

Through these programs, our goal is to help today’s public sector professionals strengthen their skills for engaging all of the stakeholders whose involvement in the process of public management is critical for success.

How we helped a major public transportation agency develop key skills for its leaders

The Business

This client is an agency of provincial government that manages and integrates road transport and public transportation. The organization was created in 2006 and, in 2007, created a Regional Transportation Plan and merged with one of the major transportation service providers in the province. It assumed other key initiatives and took on multiple projects supporting transit in the major urban centre.

The Partnership

From 2012 to 2015, the agency, in partnership with SEEC, established and implemented a series of leadership development programs called LEADs.

LEADs is a three-tiered program, consisting of:

An Executive Program delivered to the client’s Senior Management Team
Two cohorts of vice-presidents and directors in a Strategic Leadership program
Four cohorts of managers in a Foundations of Leadership program

LEADs was the agency’s first leadership development program that was custom designed to develop key skills for its leaders. It was successful in establishing baseline management standards for leaders and, for experienced leaders, provided additional insights into leading in a changing environment.

The agency’s human resources department and SEEC completed a thorough evaluation of the program and the positive impacts that have been demonstrated. Overall, the program was rated highly by participants and by leaders who have seen changes in the behaviour of participants completing the program.
